Understanding MUDs: Your McKinney Community Development Tax & Monthly Payments

It’s a super important question, and honestly, it’s one of those things that can catch first time home buyers off guard if they’re not properly informed. So, let’s break it down in a friendly, no-nonsense way.


What exactly is a MUD? MUD stands for Municipal Utility District. Think of it as a special governmental entity created under state law (like here in Texas) to provide essential public utilities and services to areas where no city or existing utility provider exists. This is super common in rapidly growing areas like McKinney, especially with new construction homes being built on previously undeveloped land.


Essentially, when a developer wants to build a new community outside city limits or in an unincorporated area, there's no existing infrastructure – no water lines, sewer systems, roads, drainage, or even sometimes parks. Instead of the developer fronting all that massive cost themselves (which would make homes prohibitively expensive), a MUD is formed. The MUD issues bonds to finance these improvements, and guess what? Those bonds are paid back by the homeowners within that specific MUD boundary through a special property tax. That’s your "community development tax."


How is a MUD tax different from my regular property tax? Great question! Your regular property tax goes to the city, county, school district, and other entities. A MUD tax is *separate* and *additional*. It’s specifically levied by the MUD to pay off those infrastructure bonds. So, when you look at a property tax statement, you’ll see your city tax, county tax, ISD tax, and then a separate line item for the MUD tax.


How will a MUD affect my monthly payment? This is where it gets real. The MUD tax is added to your annual property tax bill. Since your mortgage lender typically escrows for property taxes (meaning they collect a portion with each monthly mortgage payment and pay the annual bill for you), a MUD tax will directly increase your monthly escrow payment.


Let’s say a home in a MUD has an additional MUD tax rate of $0.50 per $100 of assessed value. On a $500,000 home, that’s an extra $2,500 per year, or about $208 extra per month added to your escrow. This can significantly impact your overall monthly housing budget. While some MUD taxes can be quite low, others, especially in very new developments, can be substantial.


The good news? MUD taxes aren’t forever. As the bonds are paid off (typically over 20-30 years), the MUD tax rate usually decreases. Eventually, once all the bonds are retired, the MUD might dissolve or be annexed by a city, and the MUD tax would disappear entirely. But for the initial years, it's a real cost.
